whether or not
説明
whether or not は、「〜かどうか」「〜であってもなくても」を表します。
whether or not には主に2つの使い方があります。1つ目は「〜かどうか」を表す名詞節、2つ目は「〜であってもなくても」と結果が変わらないことを表す使い方です。
or not は whether のすぐ後ろだけでなく、文の後ろに置くこともできます。
whether で「〜かどうか」を文に組み込み、or not を加えると、そうなる場合・ならない場合の両方を明示できます。

普通の「〜かどうか」では if に言い換えられることもありますが、or not を直後に置く形、前置詞の後ろ、whether to + 動詞の原形では whether を使います。whether を使えると、2つの可能性を文の目的語だけでなく、話題や判断の内容としても組み込めます。

I don't know if or not he will come.
基本の形
I don't know whether or not he will come.
「〜かどうか」に or not を続けられるのは whether だけです。if or not の形にはしません。
if を使う場合は、I don't know if he will come or not. のように or not を文の後ろに置きます。
