WhenとWhat timeを使うと、出来事が起きる時期を広く尋ねるか、具体的な時刻まで尋ねるかを選べる
日・月・季節なども答えにできるWhenと、何時かを求めるWhat timeを分けます。

文法の形
When と What time の後ろは同じ語順です。一般動詞なら do / does、be動詞なら be動詞を主語の前に置きます。

does の後ろの動詞は原形。

Does がすでに時制と人称を引き受けるので、後ろの動詞は原形を使います（starts → start）。
